TRN-2.07 - Over-Dimensional Permits

As authorized by Code Section 16.70.600, Over-Dimensional Vehicles, the City Traffic Engineer may grant permits for the operation of over-dimensional vehicles on City streets.

To facilitate the movement of trucking industry vehicles while protecting the City’s infrastructure.

A. Insurance. Requester is required to have current auto and/or general liability insurance, as well as an endorsement that names the City of Portland as an additional insured party.

1.  OD Permit must be initialed by City staff when insurance is complete and has been approved as to form by the City Attorney’s office.

2. Insurance Requirements: MINIMUM AMOUNTS OF COVERAGE

a. $50,000 to any claimant for any number of claims for damage to or destruction of property, including consequential damages, arising out of a single accident or occurrence.

b. $200,000 to any claimant for all other claims arising out of a single accident or occurrence.

c. $500,000 for any number of claims arising out of a single accident or occurrence.

3. Insurance Requirements: ACCEPTABLE ADDITIONAL INSURED ENDORSEMENTS

a. Form CG 20 12

b. Form CG 20 26

c. A rider with the following language: "Without prejudice to any coverage that would otherwise exist herein, the City of Portland, Oregon, its officers, agents, and employees hereby are made additional insureds under this policy as to any claim or claims for damage or injury to person or property resulting from or growing out of the operation of the insured principal under City permit issued under authority of Vehicles and Traffic Code, Title 16, Chapter 16.70.650 or 16.70.660, Ordinance No. 13072, Code of the City of Portland, Oregon passed by the Council of the City of Portland, May 15, 1970. This policy shall not be canceled without first giving 10 days written notice to the Traffic Engineer, 1120 SW 5th Avenue, Room 800, Portland OR 97204."

1. Signal poles. The Bureau of Maintenance will attempt to recover the cost of repairs if permit information matches the description of a vehicle observed to have caused the damage.

C. Legal Limits for Dimensions. The limits in the City of Portland are:

1. Height: 14 feet

2. Length: 50 feet for single units, and 65 feet for combinations

3. Width: 8 feet 6 inches

4. Weight: 80,000 pounds gross

1. The City does not "scout" routes, but does recommend using State routes whenever possible.

2. Restricted streets/routes/loads:

a. NE Marine Drive. No triple trailer combinations under any circumstances.

b. No house moves greater than 12 feet wide unless on a trailer. Dates and times of house move routes must be approved by Street Systems Management.

c. A rider must accompany a load over 14’ 6" unless a device of more than three feet in height is mounted above the load to prevent snagging traffic signals, utility wires, etc.

1. All permits are issued for daylight hours, except 7-9 a.m. and 3-6 p.m. unless otherwise approved by City staff.

2. Night permits may be approved, at the City’s discretion, for overlength and overweight dimensions, but not for overwidth dimensions.

1. Signal Electrician. Must approve high loads (generally over 15’ 6").

2. Structures. Must approve loads over 80,000 pounds gross weight. An axle-loading diagram is required from the permittee if the proposed route includes City structures.

3. Traffic Investigations Staff. Initials for completed insurance. City Attorney’s Office. Verifies the insurance and stamps it when it is approved as to form.

1. The City will notify TriMet that a Track Access Permit is needed when dimensions are higher than 18 feet. The City’s Overdimensional Permit will state "Not valid without accompanying permit."

1. Insurance Requirements. If the private party’s insurance agent refuses to provide the Additional Insured Attachment (rider), the City Traffic Engineer has the authority to approve (or deny) the permit.
