PURPOSE

To establish a mechanism for planned street closures by the police to provide for public safety. Currently the police have the power to close the street for emergency purposes only. As authorized in PCC 3.12.010, the Director of Transportation has authority to issue administrative rules and regulations in addition to those specified in the Charter and this Code, to provide for the adequate functioning of the Bureau and to carry out the Bureau’s responsibilities. The Police Bureau has authority to direct traffic and to restrict access to areas under limited circumstances. Title 17 gives Transportation the authority to regulate use of the right-of-way, particularly within the Special Traffic Control District.

RULE

The Director of Transportation may grant written approval for street closure(s), during specified time periods, at the written request of the Portland Police Chief or designee to support planned public safety and security missions.
