TRN-1.08 - Local Street Pavement Maintenance Requirements

I. Purpose

This administrative rule applies to the requirements for local street pavement being accepted into maintenance by the City.              

II. Maintenance Responsibility

The City Engineer determines whether a local street is accepted into maintenance by the City. Such determinations are documented in the City’s Pavement Management System. For any local streets not already accepted into maintenance, the City only accepts maintenance responsibility for:

1. full block improvement intersection to intersection.
2. half-street improvements that encompass the entire length of the block, from intersection to intersection.
3. Streets annexed by the City from another jurisdiction with whom the City has entered into an intergovernmental agreement for the jurisdictional transfer of streets and the annexed streets were previously designated as maintained roads and regularly maintained by the previous jurisdiction prior to annexation.

III. Local Street Pavement Standard.

Full or half street improvements from intersection to intersection on local streets must meet the following pavement requirements to be accepted into maintenance by the City:

1. Meet adopted emergency vehicle access standards ORS 660-046-0020 (16) ( c ); 
2. Meet Portland Fire Code turnaround requirements. 
3. Be at least 16 feet wide; and 
4. Meet the City’s asphalt pavement section requirements as indicated on PBOT Standard Drawing P-505.  

IV. Local Street Pavement Review. 

If a Local Paved Street has not been accepted into maintenance by the City, an applicant may submit an inquiry for review to the City Engineer. The City Engineer will review and determine whether the street meets the Local Street Pavement Standard. If the street does not meet the requirements listed above in Section III, a public works permit will be needed prior to any street improvements. If the street does not meet the Local Street Pavement Standard, the City Engineer will determine what Local Street Pavement Standard requirements are not met. A pavement coring sample may be required by applying for a Boring Permit under administrative rule TRN-10.12 Boring/Test Hole Permits. Pavement coring samples will be submitted for review by the City Engineer.

V. Pavement Core Requirements

Pavement cores must be drilled and recorded by a licensed and bonded contractor skilled in performing the work using photos that comply with the following requirements: 

1. The photos must show two, 4-inch diameter pavement cores.
2. At least one photo of each core must be taken alongside a standard measuring tape used to indicate thickness of the pavement and rock sections within the core.  
   1. The core must be drilled down to dirt or subgrade for the purpose of measuring total asphalt and rock sections.  
3. Photos must be taken during the coring operation to visually indicate in a wide view where the cores were taken.  
4. The locations of each core must be drilled along the centerline of the street a minimum of 100 feet apart.
5. Coring locations must be approved by the City Engineer prior to drilling. 

VI. Local Street Pavement Standard.

Only if the street segment meets the Local Street Pavement Standard will the City Engineer accept the street into maintenance. 
If the street segment does not meet the Local Street Pavement Standard, a Public Works Permit under TRN-9.07 - Public Works Permitting Administrative Rules will be required.
