I. Definition
Structures, partially or completely below public right-of-way, are sometimes abandoned by their owner voluntarily or under the direction of the City. A permit is required from the City Engineer to ensure proper abandonment of the structure and restoration of the right-of-way. Proper abandonment shall include removal of all structures or any portion of those structures less than five feet below finished street grade.

II. Administrative Rule
Application may be made through Portland’s Office of Transportation, Street Systems Management. Call 503.823.5185 and ask to speak with the technician that issues street opening permits.
