UNDERGROUND TANK REMOVAL PERMITS

I. Definition
Underground storage tank decommissioning is excavation and removal or complete cleaning and concrete backfill of tanks and piping (larger than 42 gallons). This includes tanks for storage of petroleum products, paint, solvent, and dry cleaning compounds. Decommissioning of underground storage tanks in the right-of-way requires a permit from the City Engineer. Over-excavation may be required to remove soil contaminated by products which have leaked or been spilled from the tank. All tanks, or portions of those tanks, less than 5' below grade must be removed.
The applicant shall first obtain a permit from the Fire Marshall to decommission the tank. If the tank is in the right of way, the applicant also needs a permit from the City Engineer. Both of these permits are required even if DEQ does not require a permit.

Application may be made through Portland’s Office of Transportation, Street Systems Management. Call 503.823.5185 and ask to speak with the technician that issues underground storage tank decommissioning permits.
