MONITORING WELL PERMITS

I. Definition
Monitoring wells are semi permanent or permanent wells made to take periodic soil gas or groundwater samples to check for the presence of hydrocarbons, or other hazardous materials. Construction permits are required for monitoring wells in the right-of-way. Monitoring wells may also fall under State well drilling regulations.
Requests for monitoring wells frequently begin with test borings where soil or water contamination has been encountered. The permittee may request the boring be converted to a monitoring well for long term periodic sampling. When DEQ regulated materials are encountered the contractor must either remove all contamination or demonstrate it is not a problem. A monitoring well may enable a contractor to show that a plume of contamination is not moving, is breaking down naturally, or that only a portion of the contaminated soil needs to be removed.
II. Administrative Rule for Monitoring Wells
1. Application may be made through Portland’s Office of Transportation, Street Systems Management. Call 503.823.5185 and ask to speak with the technician that issues monitoring well permits.
2. Construction permits for borings are issued to the driller. The drilling contractor is responsible for physical construction and traffic control. Additionally, the property owner for whom the well is required must sign an attachment to the permit agreeing to be responsible for the well.
