I. Definition

Blasting is the use of explosives for excavation (including tunneling), demolition or rock production. Fire Regulations (Section 31.70.090 Blasting) require that anyone wanting to use explosives for blasting within the City shall obtain a permit from the Fire Marshal. Fire Regulations further require City Engineer approval for blasting in the right-of-way or blasting that may affect the operations of the right-of-way. Blasting in the right-of-way requires a permit from Portland’s Office of Transportation in addition to the permit from the Fire Marshall.

II. Administrative Rule

1. To apply for the Blasting Permit in the public right-of-way, the contractor’s licensed blaster needs to bring in his license, a copy of the Fire Marshall’s approved permit with all attachments, an original certificate of insurance with endorsement naming the City as additional insured, and a traffic control plan.

2. The traffic control plan shall describe how traffic will be routed around or stopped at the blasting site until detonation is completed. All traffic control plans meet the approval of the City Traffic Engineer.

3. The Certificate of Insurance should be the standard form meeting the provisions of the Oregon Tort Claims Act for the Blasting permit issued by the City.

4. In addition, the blaster needs meet the City of Portland insurance requirements as listed in Administrative Rules under Insurance.
