LLOYD AND CENTRAL EASTSIDE DISTRICTS PARKING MANAGEMENT PLAN

PURPOSE
WHEREAS, Resolution No. 36531 adopted by Council September 6, 2007, established Council's intent to provide $1,228,351 annually from parking meter revenues to support operating the Portland Streetcar Loop Extension Project (Streetcar Loop) beginning in 2011; and
WHEREAS, a consultant prepared a report for the Streetcar Loop, "Portland's Inner Eastside Parking Management Concepts", and the Streetcar Loop Project Advisory Committee (PAC) reviewed the report and determined that a parking management plan for the Lloyd and Central Eastside Districts is needed to support land uses and priority users accessing the district; and
WHEREAS, the Streetcar Loop PAC passed a resolution (attached as Exhibit A) declaring the need for the City of Portland to develop a parking management plan for the Lloyd and Central Eastside Districts that includes full involvement of property owners, businesses, and neighborhood associations; and
WHEREAS, PDOT understands the importance of developing this parking management plan and has identified the funding necessary to accomplish the work;
POLICY
NOW, THEREFORE, BE IT RESOLVED, that the City of Portland adopts the resolution submitted by the Streetcar Loop PAC and directs PDOT to proceed with the development of a Parking Management Plan for the Lloyd and Central Eastside Districts, and
BE IT FURTHER RESOLVED, that PDOT will return to City Council with a recommended Parking Management Plan upon completion.
BE IT FURTHER RESOLVED, that this Resolution is binding city policy.
