CENTRAL EASTSIDE PARKING MANAGEMENT PLAN (JUNE 2012)

PURPOSE

WHEREAS, the Central Eastside Industrial District (CEID) is an important area for employment, educational institutions and destination retail uses; and

WHEREAS, the City, to support and encourage this economic vitality, with the help and guidance of the Stakeholder Advisory Committee (SAC), undertook the Central Eastside Parking Management Plan (CEPMP) to ensure that access and parking will keep pace with the district’s expanding needs; and

WHEREAS, the SAC, a diverse group of property and business owners, and representatives from the Central Eastside Industrial Council (CEIC) and adjacent neighborhoods, met 12 times during the course of the planning process between August 2010 and September 2011. They held two public workshops, on February 22 and June 28, 2011, to allow broader input into the process and plan, presented their findings to the CEIC and established a regularly updated website; and

WHEREAS, the CEPMP is a comprehensive look at the CEID’s parking facilities, how they are currently used, and how those facilities can help expand access to businesses by putting every parking space to its best use; and

WHEREAS, to accomplish this purpose the project team extensively researched and analyzed parking within the CEID and used this research and analysis to develop the actions identified in this plan; and

WHEREAS, the SAC developed the following goals, objectives and values:

•  Support the CEID vision of a uniquely vibrant and diverse environment with distinct and well-connected places;

•  Keep parking solutions flexible to address changing activities as the district evolves;

•  Balance parking needs with freight mobility, access and loading/unloading; and

•  Support parking strategies that address adjacent neighborhood impacts; and

WHEREAS, the SAC developed the following key plan actions:

•  Simplify the parking system, applying two base zones for 2-hour and 3-hour parking;

•  Establish a new permit and meter district;

•  Expand the existing permit program;

•  Create a customer priority area;

•  Create a fair exceptions process;

•  Streamline the residential permit process and protect the adjacent neighborhoods; and

•  Form a Transportation and Parking Management Association; and

WHEREAS, the CEPMP recommends the formation of a Transportation and Parking Management Association (TPMA) to evaluate district transportataion needs and priorities and set forth priority projects and programs to support and facilitate more efficient transportation access to the Central Eastside Industrial District;


POLICY

NOW, THEREFORE, BE IT RESOLVED, that the City of Portland adopts the Central Eastside Parking Management Plan dated June 2012 as Binding City Policy attached as Exhibit A; and

BE IT FURTHER RESOLVED, that Portland Bureau of Transportation establish a Transportation and Parking Management Association for the district; and

BE IT FURTHER RESOLVED, that Portland Bureau of Transportation implement a metered parking program and an expanded parking permit program as expediently as possible within the Bureau’s financial capacity.
