The Northwest Parking District was created to bridge the gap between parking availability and demand, support a full range of transportation options within the context of neighborhood livability and economic vitality, efficiently manage parking, and reduce reliance on single-occupancy vehicles.


PURPOSE

The Council finds:

1. As part of the City Council approved PGE Park Comprehensive Transportation Management Plan and Good Neighbor Agreement with Portland Family Entertainment via Ordinance No. 174443, a Parking Plan for Northwest Portland is recommended prior to opening day of PGE Park on April 30, 2001 to mitigate the impacts of PGE Park events on the neighborhood.

2. The Bureau of Transportation System Management and a Citizen Advisory Committee have collaborated in a process to develop a Parking Plan for Northwest Portland, and because the Committee could not fully agree upon a single program to address the immediate impacts of PGE Park events on the neighborhood, it was necessary for Transportation to prepare a Phase I staff recommendation.

3. The Bureau of Transportation System Management recommends that a Pilot Area Parking Permit Program be established in a sub-area of Northwest Portland. City Code provisions of Title 16, as they relate directly to the impacts of PGE Park events, do not adequately address the unique circumstances in the area.

4. The Bureau of Transportation System Management and the Citizen Advisory Committee have agreed to continue to collaborate to craft additional phase(s) for the Northwest Portland On-Street Parking Plan Project to address parking concerns in the neighborhood.


POLICY

NOW, THEREFORE, the Council directs:

a. The Bureau of Transportation System Management to establish a Pilot Area Parking Permit Program that takes exception to Title 16 of the City Code as specifically called out in Code 16.20.800, Sections 16.20.830, 16.20.840, 16.20.850, and 16.20.860 C.2.

b. The Bureau of Transportation System Management to immediately implement the Phase I Program of the Northwest Portland On-Street Parking Plan Project, as defined and approved via Resolution No. 35987 and as described in Exhibit A.
