1. Purpose
Since 1995, Portland Parks & Recreation (PP&R) has operated dog off-leash areas throughout its portfolio. This policy provides rules related to the hours of use of these areas.
The goal of dog off-leash areas (DOLA) is to:
- Provide DOLAs that are healthy, fun places for dogs to play.
- Promote compliance with leash laws by providing areas where dogs can roam without a leash.
- Encourage responsible use of parks and DOLAs with common-sense regulations.
- Balance park uses in parks with constrained space.
2. Rules
The City Administrator hereby implements the following rules to ensure the positive use of dog off-leash areas and promote the safety of park visitors:
- Requirements for use of dog off-leash areas
- A person bringing a dog to an off-leash area must:
- Keep their dog under control at all times by maintaining unobstructed sight of the dog and ensuring it remains responsive to voice commands;
- Carry a leash at all times while in the designated off-leash area;
- Promptly leash the dog when requested by any Park Officer;
- Leash the dog when outside the designated off-leash area;
- Not bring more than three (3) dogs to an off-leash area;
- Promptly stop the dog from digging;
- Follow all other applicable animal rules in City Code Title 20.
- A person bringing a dog to an off-leash area must:
- Socialization and behavior of dogs
- A person must promptly remove their dog from the dog off-leash area for the day if the dog:
- Menaces another person; or,
- Injures another dog; or,
- Injures another person; or,
- Displays behavior that constitutes the dog as a public nuisance, as defined under ORS 609.095.
- For the purposes of this section, “menaces” has the meaning in ORS 609.035: lunging, growling, snarling or other behavior by a dog that would cause a reasonable person to fear for the person’s safety.
- A person must promptly remove their dog from the dog off-leash area for the day if the dog:
- Areas designed for small dogs
- In fenced off-leash areas marked by a sign as designed for small dogs only, a person must not bring a dog 19 inches in height or taller into the area.

- A person may allow a dog off-leash within the designated signed or fenced dog off-leash area within the following parks, during the hours listed:
- Arbor Lodge Park – Open during posted hours, except closed on
school days from 8am-4pm - Alberta Park – Open during posted hours
- Argay Park – Open during posted hours
- Brentwood Park – Open during posted hours
- Cathedral Park – Open during posted hours
- Cherry Park – Open during posted hours, except closed on school days from 8am-4pm
- Chimney Park – Open during posted hours
- Couch Park – Open during posted hours, except closed on school days from 8am-4pm
- Council Crest Park – Open during posted hours
- Creston Park – Open during posted hours, except closed on school days from 8am-4pm
- Cully Park — Open during posted hours
- East Holiday Park – Open during posted hours
- Fernhill Park – Open during posted hours
- Frazer Park – Open during posted hours, except closed on school days from 8am-4pm
- Gabriel Park North Summer Off-Leash Area – Open during posted hours; closed seasonally during winter as marked by sign
- Gabriel Park South Winter Off-Leash Area – Open during posted hours; closed seasonally when marked by sign
- Grant Park – Open during posted hours, except closed on school days from 8am-4pm and when field is in use for permitted sports
- Hillsdale Park – Open during posted hours, except closed on school days from 8am-4pm
- Irving Park - Open during posted hours
- Laurelhurst Park -Open during posted hours
- Lents Park - Open during posted hours
- Luuwit View Park- Open during posted hours
- Lynchwood Park - Open during posted hours
- Mt Tabor Park – Open 7am-9pm
- Normandale Park – Open during posted hours
- Overlook Park – Open during posted hours
- Parklane Park – Open during posted hours

- A person may allow a dog off-leash within the designated signed or fenced dog off-leash area within the following parks, during the hours listed:
- Closures
- PP&R may close dog off-leash areas at any time for maintenance or to protect the health of dogs and visitors.
