1. Purpose

Since 1995, Portland Parks & Recreation (PP&R) has operated dog off-leash areas throughout its portfolio. This policy provides rules related to the hours of use of these areas.

The goal of dog off-leash areas (DOLA) is to:

  • Provide DOLAs that are healthy, fun places for dogs to play.
  • Promote compliance with leash laws by providing areas where dogs can roam without a leash.
  • Encourage responsible use of parks and DOLAs with common-sense regulations.
  • Balance park uses in parks with constrained space.

2. Rules

The City Administrator hereby implements the following rules to ensure the positive use of dog off-leash areas and promote the safety of park visitors:

  1. Requirements for use of dog off-leash areas
    1. A person bringing a dog to an off-leash area must:
      1. Keep their dog under control at all times by maintaining unobstructed sight of the dog and ensuring it remains responsive to voice commands;
      2. Carry a leash at all times while in the designated off-leash area;
      3. Promptly leash the dog when requested by any Park Officer;
      4. Leash the dog when outside the designated off-leash area;
      5. Not bring more than three (3) dogs to an off-leash area;
      6. Promptly stop the dog from digging;
      7. Follow all other applicable animal rules in City Code Title 20.
  2. Socialization and behavior of dogs
    1. A person must promptly remove their dog from the dog off-leash area for the day if the dog:
      1. Menaces another person; or,
      2. Injures another dog; or,
      3. Injures another person; or,
      4. Displays behavior that constitutes the dog as a public nuisance, as defined under ORS 609.095.
    2. For the purposes of this section, “menaces” has the meaning in ORS 609.035: lunging, growling, snarling or other behavior by a dog that would cause a reasonable person to fear for the person’s safety.
  3. Areas designed for small dogs
    1. In fenced off-leash areas marked by a sign as designed for small dogs only, a person must not bring a dog 19 inches in height or taller into the area.
  4. Dog off-leash area locations and hours
    1. A person may allow a dog off-leash within the designated signed or fenced dog off-leash area within the following parks, during the hours listed:
      1. Arbor Lodge Park – Open during posted hours, except closed on
        school days from 8am-4pm
      2. Alberta Park – Open during posted hours
      3. Argay Park – Open during posted  hours
      4. Brentwood Park – Open during posted hours
      5. Cathedral Park – Open during posted hours
      6. Cherry Park – Open during posted hours, except closed on school days from 8am-4pm
      7. Chimney Park – Open during posted hours
      8. Couch Park – Open during posted  hours, except closed on school days from 8am-4pm
      9. Council Crest Park – Open during posted hours
      10. Creston Park – Open during posted hours, except closed on school days from 8am-4pm
      11. Cully Park — Open during posted hours
      12. East Holiday Park – Open during posted hours
      13. Fernhill Park – Open during posted hours
      14. Frazer Park – Open during posted hours, except closed on school days from 8am-4pm
      15. Gabriel Park North Summer Off-Leash Area – Open during posted hours; closed seasonally during winter as marked by sign
      16. Gabriel Park South Winter Off-Leash Area – Open during posted hours; closed seasonally when marked by sign
      17. Grant Park – Open during posted hours, except closed on school days from 8am-4pm and when field is in use for permitted sports
      18. Hillsdale Park – Open during posted hours, except closed on school days from 8am-4pm
      19. Irving Park - Open during posted  hours
      20. Laurelhurst Park -Open during posted hours
      21. Lents Park - Open during posted hours
      22. Luuwit View Park- Open during posted hours
      23. Lynchwood Park - Open during posted hours
      24. Mt Tabor Park – Open 7am-9pm
      25. Normandale Park – Open during posted hours
      26. Overlook Park – Open during posted hours
      27. Parklane Park – Open during posted hours
      28. Portland International Raceway Broadacre Gate – Open during posted hours
      29. Sacajawea Park - Open during posted  hours
      30. Sellwood Riverfront Park - Open during posted  hours
      31. Sewallcrest Park - Open during posted hours, except when field is in use for permitted sports
      32. The Fields – Open during posted hours
      33. Wallace Park - Open during posted hours
      34. Willamette Park - Open during posted hours
      35. Wilshire Park - Open during posted hours
      36. Woodstock Park - Open during posted hours
  5. Closures
    1. PP&R may close dog off-leash areas at any time for maintenance or to protect the health of dogs and visitors.
