Introduction

In 2006, due to serious and multiple public safety issues, the bureau informally began closing Council Crest parking lot at dusk. In order to provide better customer service and certainty, parking lot closure hours were changed in 2014 from the inconsistent time of “dusk,” to a more specific time. The new park gate closure season mirrors the seasonal dates used for dog-off-leash area seasonal changes. This policy formalizes this practice and is consistent with PCC 20.12.210 and PCC 20.12.200.

PCC 20.12.210 authorizes the Director to designate hours of park closure. PCC 20.12.200 authorizes the Director to make certain areas closed to the public.

Additionally in order to address road safety concerns expressed by the public and staff, a 15 Miles Per Hour (mph) rule being established on the park road at Council Crest.


Policy Statement

The Director hereby designates the hour of closure of Council Crest parking lot as 9:00 p.m., effective immediately. The park itself will remain open until 12:01a.m.

No person, without the consent of the Director or other authorized Park Officer, shall enter, stay or leave their vehicle in the Council Crest parking lot after 9:00 p.m. from April 1st – October 31st. The parking lot closure time shifts to 7:00 p.m. from November 1st – March 31st. The Park Operating Hours remain the same all year around: 5:00 a.m. – 12:01 a.m.

Violation of this policy can lead to towing of vehicles left in the parking lot and a warning/exclusion/or trespass citation to the owner of the vehicle.

The Director hereby agrees to designate the park road at Council Crest to have a maximum speed limit of 15 mph.


Towing

The Ranger program currently issues warnings to vehicles parked in a City park after parking lot closure hours. PCC 16.70.560 is currently under review. The bureau has requested authority to tow vehicles from parks after gate closure. While the towing option primarily will be utilized to combat chronic violations, it will give the bureau tools needed to enforce parking lot closures instead of leaving the park unlocked or locking the vehicles inside. Violators can receive a warning or be towed at first contact.
