RULE
No dogs allowed in Tanner Springs Park.

RATIONALE
The design of Tanner Springs Park reflects community priorities expressed during the public workshops:  quiet and contemplative space featuring a wetland, and utilizing sustainable design, including rainwater harvesting.  The resulting park is  a distinct ecosystem.  The park’s success is dependent on its ability to collect, cleanse, and reuse the rainwater that falls within its one square block.  Because the total area is so small, the park does not have the capacity to effectively filter out high levels of ammonia from pet urine or nutrients from pet waste.
The park is located in the middle of the most densely populated neighborhood in the city.  Dog ownership here is also extremely high.  The Pearl District Neighborhood Association supports this rule and has plans to form a Friends of Tanner Springs Park to promote positive stewardship of the park and help educate dog owners.
A two acre “neighborhood” park is planned just one block to the north.  It will be graded and seeded soon and available for informal community use in fall 2005.  The new park will be fully developed in 2008.
