LABOR AGREEMENT - PORTLAND POLICE ASSOCIATION - MEMORANDUM OF AGREEMENT FOR PUBLIC SAFETY SUPPORT SPECIALIST CLASSIFICATION

PURPOSE

Section 1. The Council finds:

1.  That, on June 20, 2018, with an effective date of June 4, 2018, by Ordinance No. 189033, Council created the classification of Public Safety Support Specialist (PS3) with approved compensation rates for the classification.

2.  That the City and the Portland Police Association (PPA) wish to amend the PPA Collective Bargaining Agreement (PPA CBA) to include the classification of PS3 in the PPA CBA as part of the PPA bargaining unit.

3.  That, the City and the PPA bargained over the terms and conditions of the PS3 classification and, on October 2, 2018, reached a tentative agreement defining the terms under which to include the PS3 classification in the PPA CBA. PPA’s membership has ratified the tentative agreement.

4.  The City and the PPA have entered into a Memorandum of Agreement, subject to approval by Council, that specifies the terms and conditions under with the PS3 classification will be added to the PPA CBA. A copy of the Memorandum of Agreement is attached as Exhibit A.


POLICY

NOW, THEREFORE, the Council directs:

a.  The City Council ratifies and approves the Memorandum of Agreement attached to this Ordinance marked as Exhibit A and by this reference made a part hereof, and approves the inclusion of the PS3 classification in the PPA CBA as part of the PPA bargaining unit on the terms and conditions specified in the attached Memorandum of Agreement.

Section 2. The Council declares that an emergency exists because the addition of the PS3 positions identified in the Memorandum of Agreement, and the hiring of individuals to fill those positions, would otherwise be unnecessarily delayed; therefore, this ordinance shall be in force and effect after its passage by the Council.
