LABOR AGREEMENT - PORTLAND POLICE ASSOCIATION - AMENDMENTS AND GRIEVANCE SETTLEMENT

PURPOSE

Section 1. The Council finds:

1.  The Bureau of Human Resources, on behalf of the City, and the Portland Police Association (PPA) have entered into three Agreements that will amend the Collective Bargaining Agreement to address two issues that are of mutual concern to the Parties, as well as address a grievance settlement agreement.

2.  Article 43.16 (On Call and On Call Telephone Calls) as written in the Collective Bargaining Agreement will be amended to allow affected members to be compensated, as outlined in the attached Settlement Agreement.

3.  Article 47.1 (Holiday Compensation) as written in the Collective Bargaining Agreement will be amended to provide direction as to how and when a PPA member's Holiday Compensation Bank will be cashed out annually, as outlined in the attached Memorandum of Agreement.

4.  A grievance settlement in the amount of $7,795.20 to be paid to Sergeant Doug Tang to be made whole for all lost work shift overtime opportunities, as outlined in the attached grievance Settlement Agreement.


POLICY

NOW, THEREFORE, the Council directs:

a.  The City Council approves the Settlement Agreement, Memorandum of Agreement and Grievance Settlement attached to this Ordinance marked as Exhibit "A," "B," and "C" that by this reference is made part hereof.

b. This ordinance is a binding City policy.

Section 2. The Council declares that an emergency exists in order to avoid an unnecessary delay in the orderly implementation of the provisions of the labor agreement; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
