LABOR AGREEMENT - LETTER OF UNDERSTANDING - AFSCME LOCAL 189-2 AND BUREAU OF EMERGENCY COMMUNICATIONS

PURPOSE
Section 1. The Council finds:
1. Representatives of the City and AFSCME have signed a Tentative Agreement that outlines changes in the terms and conditions of employment for certain represented employees.
2. The Agreement meets the City’s interest by securing changes intended to improve the Bureau’s ability to recruit and retain qualified staff.
3. Except as modified by the specific provisions of the letter of Agreement, all other terms and conditions remain as provided in the 2006-2010 Labor Agreement.
POLICY
NOW, THEREFORE, the Council directs:
a. The Mayor and Auditor are authorized to execute a Letter of Understanding between the City and AFSCME Local 189-2 relating to terms and conditions of employment of certain employees in the Locals bargaining unit.
b. Said Letter of Understanding to conform to the provisions in the Tentative Agreement attached to this Ordinance Marked Exhibit “A” which by this reference is made a part hereof.
c. This Ordinance is binding City policy.
Section 2. The Council declares that an emergency exists because delay would unnecessarily delay the orderly implementation of the provisions of the Letter of Understanding therefore this ordinance shall be if force and effect from after its passage by the Council.
