LABOR AGREEMENT - LETTER OF AGREEMENT - AFSCME LOCAL 189-2 AND BUREAU OF EMERGENCY COMMUNICATIONS

PURPOSE
Section 1.  The Council finds:
1.  Pursuant to the Memorandum of Understanding which committed the Bureau of Emergency Communications (BOEC) and AFSCME to a pilot project to address the causes and possible solutions to BOEC’s on-going recruitment and retention problems. A joint labor-management recruitment and retention committee was formed and has been meeting since April of this year.
2.  Representatives of the City and the AFSCME have entered into a Letter of Agreement that outlines modified terms and conditions of employment for certain represented employees which, upon ratification by the respective parties shall become a part of the July 1, 2006 through June 30, 2010, BOEC, Collective Bargaining Agreement.
3.  All other terms and conditions of the 2006 – 2010 Collective Bargaining agreement remain unchanged.

POLICY
NOW, THEREFORE, the Council directs:
a.  The Mayor and Auditor are authorized to execute a Letter of Agreement between the City and the AFSCME Local 189-2 relating to terms and conditions of employment of certain represented employees in the BOEC bargaining unit.
b.  Said agreement to be incorporated into the Collective Bargaining Agreement in accordance with terms of the Agreement attached to this Ordinance marked Exhibit, “A” which by this reference is made a part hereof.

c.  This ordinance is a binding City policy.
Section 2.  The Council declares that an emergency exists because delay would unnecessarily delay the orderly implementation of the provisions of the labor agreement; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
