LABOR AGREEMENT - CITY OF PORTLAND PROFESSIONAL EMPLOYEES ASSOCIATION - INFORMATION TECHNOLOGY CLASSIFICATIONS

PURPOSE
The Council finds:
  1. Representatives of the City and the City of Portland Professional Employees Association (COPPEA) have signed a Tentative Agreement that outlines the terms and conditions of employment for employees in the Information Technology classifications who selected the COPPEA as their exclusive representative in UC-07-02 through June 30, 2004.
     
  2. The agreement meets the City's bargaining interests by extending the provisions of the COPPEA contract, except as provided on the attached Exhibit A, to the employees in the Information Technology classifications and agreeing to pay ranges for these classifications.
     
  3. The agreement meets the City's bargaining interests by implementing the pay ranges for the classifications, adjusted by Cost-of-Living Adjustments the City had intended to implement on July 1, 2002 when these classifications were part of the Non-Represented Employees classification and compensation study.

POLICY
NOW, THEREFORE, the Council directs:
a. The Mayor and Auditor are authorized to execute a labor agreement between the City and the COPPEA relating to terms and conditions of employment of certain represented employees in the COPPEA bargaining unit.
b. Said contract to conform to the provisions in the Tentative Agreement attached to this Ordinance marked Exhibit "A" which by this reference is made a part hereof.
c. This ordinance is a binding City policy.
