PURPOSE

 

Section 1. The Council finds:

 

1. Phases One and Two of the City’s Enterprise Business Solution System (EBS) Project are complete.

 

2. The new EBS system serves as a citywide resource for financial and human resources management.

 

3. A governance structure and policy direction, Exhibit A attached, are needed to maximize the City’s investment.

 


 

POLICY

 

NOW, THEREFORE, the Council directs:

 

a. A governance structure shall be established, supported and utilized to maximize the use and benefits of the City’s investment in the EBS system per Exhibit A attached.

 

b. Operating principles shall be established to direct the management, operation and support of the EBS system per Exhibit A attached.

 

c. This ordinance is binding City policy.

 

Section 2. The Council declares that an emergency exists in order that the operating principles and the governing structure may be established without delay; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
