IMPLEMENTATION OF POLICIES AND PROGRAMS TO REDUCE LOCAL EMISSIONS OF GREENHOUSE GASES

PURPOSE
WHEREAS, the scientific consensus is increasingly clear that human activities are largely responsible for the accelerating changes in the global climate; and
WHEREAS, the 2009 Climate Action Plan, considered by the Council together with this Resolution, establishes objectives for 2030 and actions to be completed by 2012 to put local greenhouse gas emissions on a path to reduce community-wide emissions to 80 percent below 1990 levels by 2050;
POLICY
NOW, THEREFORE, BE IT RESOLVED, that the Portland City Council directs City bureaus to implement the three-year actions identified in the 2009 Climate Action Plan; and
BE IT FURTHER RESOLVED, the Bureau of Planning and Sustainability shall report to the Sustainable Development Commission, Planning Commission, and City Council by June 30, 2012 on local carbon emissions, progress in implementing the 2009 Climate Action Plan, and recommendations to improve implementation; and
BE IT FURTHER RESOLVED, the Bureau of Planning and Sustainability, in partnership with the Portland Development Commission, Metro, the Portland Sustainability Institute, Multnomah County and private-sector organizations, shall establish a business leadership council to catalyze the business community to create a prosperous low-carbon economy; and
BE IT FURTHER RESOLVED, the Bureau of Planning and Sustainability shall include Climate Action Plan goals as key benchmarks informing the Portland Plan; and
BE IT FURTHER RESOLVED, a subcommittee including two Council members is established to identify options for sustainable funding for transportation system maintenance and investments that reduce carbon emissions, and report back to City Council by April 30, 2010; and
BE IT FURTHER RESOLVED, the Bureau of Transportation shall include estimates of overall carbon emissions in Transportation System Plan (TSP) updates and incorporate mode-share goals in the TSP that will result in a 40 percent reduction in transportation-related carbon emissions from 1990 by 2030; and
BE IT FURTHER RESOLVED, the Bureau of Planning and Sustainability and the Bureau of Transportation shall jointly develop a reporting mechanism and report annually on progress and actions to achieve the Climate Action Plan goals and performance measures identified in the Urban Form and Mobility chapter (Objective 6, Action ii); and
BE IT FURTHER RESOLVED, the Bureau of Transportation shall develop standards for permitting electric vehicle charging stations in the right of way, and seek further funding and develop partnerships to promote electric vehicles and charging stations as a clean alternative; and
BE IT FURTHER RESOLVED, the Revenue Bureau, Bureau of Environmental Services, and Bureau of Planning and Sustainability shall establish a tax credit for businesses that install solar panels and ecoroofs together; and
BE IT FURTHER RESOLVED, the Bureau of Planning and Sustainability shall make recommendations to Council about implementing performance ratings for existing buildings by March 2010; and
BE IT FURTHER RESOLVED, the Bureaus of Parks & Recreation, Environmental Services and Bureau of Transportation shall recognize trees, shrubs and natural landscapes as City infrastructure assets, and explore the feasibility of managing street trees and other public trees as capital assets; and
BE IT FURTHER RESOLVED, the Bureaus of Environmental Services, Parks & Recreation, and Planning and Sustainability shall continue efforts to protect, conserve and restore natural systems that provide watershed benefits and resilience to the impacts of climate change; and
BE IT FURTHER RESOLVED, that the Portland Office of Emergency Management build on its existing analysis of climate change vulnerabilities in the Natural Hazard Mitigation Plan to support multi-bureau efforts to prepare for the changing climate; and
BE IT FURTHER RESOLVED, City infrastructure plans shall consider the impacts of adapting to a changing climate; and
BE IT FURTHER RESOLVED, this Resolution is binding City policy.
