PATHWAY 1000 IMPLEMENTATION PLAN

PURPOSE

WHEREAS, Portland Community Reinvestment Initiatives Inc (PCRI) created the Pathway 1000 project to address the displacement of 10,000 residents of North and Northeast Portland over the past twenty years, with the goal of developing 1,000 new housing units over the next ten years; and

WHEREAS, in March 2016 the City of Portland signed an Intergovernmental Agreement with Metro, accepting funds as part of the Construction Excise Tax (CET) Community Development grant fund for PCRI to create an Implementation Plan for carrying out this goal; and

WHEREAS, the Implementation Plan can serve as a replicable model for future projects in Portland that serve to holistically create community benefits with a focus on affordable home ownership opportunities, and also include the creation of long-term living wage jobs, affordable commercial space for small businesses, and related positive economic impacts; and

WHEREAS, of the 1,000 new units to be developed by the Pathway 1000 project, approximately 800 will be home ownership units that will be available to qualifying households;

WHEREAS, this project will help address the shortage of affordable housing in Portland, particularly as it has impacted and continues to impact people of color; and

WHEREAS, the project supports many of the Housing and Economic Development goals of the newly adopted 2035 Comprehensive Plan; and

WHEREAS, the project will offer the opportunity for wealth creation for people who have had limited access to such opportunities;


POLICY

NOW THEREFORE, BE IT RESOLVED, that the City of Portland adopts the Pathway 1000 Implementation Plan, attached as Exhibit A, as a non-binding City policy; and

BE IT FURTHER RESOLVED, that the City Council gratefully acknowledge the vision and work of PCRI and other community leaders who participated in the planning process; and

BE IT FURTHER RESOLVED, that City Council and BPS staff will continue to support PCRI’s work in implementing the Pathway 1000 Implementation Plan.
