ALBINA COMMUNITY PLAN ACTION CHARTS

WHEREAS, the Albina Community Plan, adopted in 1993 by Ordinance No. 166786 and Resolution No. 35169, included ten policy areas and accompanying action charts that call for 325 separate actions; and
WHEREAS, the attainment of the visions, policies, and objectives of the Albina Community Plan are dependent upon the coordination of independent actions carried out by private interests, non-profit organizations, area institutions, public service providers, and community-based associations; and
WHEREAS, action charts describe the proposed implementation projects and programs of the Albina Community Plan , identify appropriate timeframes for their implementation, and identify agents to oversee or participate in the implementation of an action; and
WHEREAS, the Albina Community Plan vision and policies were adopted as part of the Portland Comprehensive Plan, and actions taken to implement the Albina Community Plan also uphold the Portland Comprehensive Plan; and
WHEREAS, the Albina Community Plan called for monitoring and revision over time, to ensure the plan's effectiveness; and
WHEREAS, direct City of Portland involvement in the revisions process for the Albina Community Plan action charts began in Fall 1999 and has included four public workshops and other interaction with community business and neighborhood associations, the general public, the North/Northeast Economic Development Alliance, and the implementors of Albina Community Plan actions; and
WHEREAS, the revisions process for the Albina Community Plan action charts has shown that twenty-five actions have been completed since plan adoption, 209 are ongoing actions, 253 are to be revised, and 53 new actions are proposed; and
WHEREAS, the Portland Planning Commission held a public hearing on July 25, 2000 and a work session on August 8, 2000 and voted to recommend that the City Council adopt the revised action charts for the Albina Community Plan ; and
WHEREAS, these revisions to the Albina Community Plan action charts in no way change the plan's adopted vision statements, policies and objectives or those of the eleven Neighborhood Plans that were adopted with it, each of which were found to be consistent with and incorporated into the Portland Comprehensive Plan ; and
WHEREAS, public testimony before the Planning Commission and resulting Planning Commission discussion included three issues important to the Albina community that also impact Portlanders citywide; these are most effectively addressed through citywide projects.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portland, a municipal corporation of the State of Oregon, that Resolution No. 35169 be amended to adopt the recommended revisions to the Albina Community Plan action charts, as shown in Exhibit A, and that:
- The implementation actions associated with the Albina Community Action Plan action charts are approved by City Council as a starting place for projects and programs that will help implement the policies of the plan;
- All actions are adopted with the understanding that they may need to be adjusted or replaced with more feasible alternatives. Identification of an implementor for an action is an expression of interest and support with the understanding that circumstances will affect the implementor's ability to take action; and
- The City Council authorizes the City agencies identified on the action charts as implementors, to engage in activities aimed at implementing the projects, programs and regulations called for in the action charts of the Albina Community Plan.
BE IT FURTHER RESOLVED by the Council of the City of Portland, a municipal corporation of the State of Oregon that the City Council authorizes and directs the Bureau of Planning to schedule and propose for funding projects to address the application and effectiveness of the following three land use regulations on a citywide basis:
- The Alternative Design Density (a) overlay zone. This effort should consider the extent to which the overlay zone has liberalized zoning regulations for home accessory dwelling units, and whether it has been effective in creating affordable housing opportunities.
- The City's social services siting policies. This effort should consider the reasons for and impacts of disproportionate concentrations of social service providers in some areas of the city.
- The City's home occupation regulations. This effort should evaluate the appropriateness of the City's regulations for home-based businesses, considering shifts in the local and national economy that are increasing the attractiveness of working at home.
BE IT FURTHER RESOLVED by the Council of the City of Portland, a municipal corporation of the State of Oregon that the City Council authorizes and directs the Bureau of Planning staff to make minor changes to the action charts in the Albina Community Plan that correct typographical errors, ensure parallel construction and to reflect changes in circumstances since the original drafting of an action such as, an action having been completed, an implementor's request to be listed for additional actions, or the establishment of a program which accomplishes an action in a slightly different manner than as is stated in the plan.
