EVACUATION ANNEX TO THE BASIC EMERGENCY OPERATIONS PLAN

Non-Binding City Policy

NCP-EMG-1.02


PURPOSE

WHEREAS, City Code Section 15.08.020.10 gives the Mayor or his/her successor the authority to “order the evacuation of persons from designated areas as necessary”;

WHEREAS, the Bureau of Emergency Management is responsible for coordinating the documentation, training and exercise of such annexes;

WHEREAS, the Basic Emergency Operations Plan identifies the Portland Police Bureau responsible for the evacuation procedures of the City;

WHEREAS, the Portland Office of Transportation is responsible for clearing the transportation routes in any type of disaster;

WHEREAS, the evacuation of the City of Portland would depend on preplanning, great communication and active partnerships within the region;

WHEREAS, the Portland Bureau of Emergency Management, Police Bureau, Office of Transportation, Office of Neighborhood Involvement and the Emergency Management Steering Committee have participated in the development of this annex;


POLICY

NOW, THEREFORE, BE IT RESOLVED, that the Evacuation Annex to the Basic Emergency Operations Plan is hereby adopted, substantially as set forth in Exhibit A ; and

BE IT FURTHER RESOLVED, that the Evacuation Annex will be a dynamic document, changing as it is tested and as more partnerships understand it; and

BE IT FURTHER RESOLVED, that the acceptance of this annex will allow for the training, exercise and update of it prior to the Top Officials exercise in October of 2007.
