PAYMENT OF SPECIAL ELECTION COSTS

PURPOSE
WHEREAS, the City periodically refers measures to a vote of the people at the general or special election, and
WHEREAS, measures are also periodically brought to a vote through the initiative, referendum, and recall process, and
WHEREAS, Multnomah, Washington, and Clackamas counties bill the City for the costs of special elections; and
WHEREAS, the City cannot predict when these measures will be developed and therefore cannot budget for the special election costs, and
WHEREAS, it is appropriate that the costs of an election be paid by the City fund most directly affected by or associated with the election measure.

POLICY
NOW, THEREFORE, be it resolved that;
1. Unless legal restrictions require otherwise, any charges or costs billed to the City in connection with a ballot measure shall be chargeable to and payable from the fund of the City most directly affected by or associated with the measure.
2. The costs of measures affecting the programs of General Fund bureaus or of a general and non-specific nature shall be chargeable to and payable from the budget of the City Auditor.
3. Prior to submitting a ballot measure to the county elections offices, the City Council shall specify by ordinance or resolution which fund or funds shall bear the cost of the election. If different funds will bear the cost depending on whether the measure is adopted or defeated, the ordinance or resolution shall so specify.
4. The Council shall approve any transfers from fund contingencies during the City's Quarterly Budget process to pay for election costs.
