Dashboard Walkthrough

1. Report Overview

The Monthly Reported Crime Statistics is an interactive data visualization of the offenses reported to the Portland Police Bureau. This report is built to provide custom analyses of the reported crime data to interested members of the community, especially as it relates to the Portland neighborhoods and council districts. Data is updated approximately 30 days after the end of the month. 

The Reported Crime Trend Report provides analysis including comparison of year-to-date, rolling year, and annual statistics. The report includes graphs comparing trends for the current and prior 3 years.

Both the Monthly Reported Crime Statistics and Reported Crime Trend Report include interactive features that allow users to filter the data to answer questions about specific crimes, neighborhoods, council districts, or date ranges. A user guide on how to use the interactive features is provided in both reports. 

The reported crime open data can be downloaded in the Monthly Reported Crime Statistics report. Click the tab "Download Open Data" and follow the instructions on the page.

2. Crime Overview 

To improve clarity and highlight crimes of public interest, both the Monthly Reported Crime Statistics and Reported Crime Trend Report display crime statistics utilizing custom crime reporting categories that vary from official NIBRS statistics. Of particular note is the homicide category, which includes non-officer involved justifiable homicides and excludes vehicular manslaughter. These changes are meant to reflect the number of deaths investigated by the PPB Homicide Unit and reported in other PPB publications. Vehicular manslaughter is reported separately as it is investigated separately by other units with PPB. Other crimes such as shoplifting have been broken out from the larceny offenses category while other less common crimes have been grouped into a custom category such as other society offenses. The statistics matching NIBRS Group A Offenses reporting standards are available in the Monthly Reported Crime Statistics Dashboard on the NIBRS Statistics tab. This matches the information available on the former Neighborhood Crime Statistics dashboard.  The NIBRS homicide offenses statistic includes vehicular manslaughter but excludes justifiable homicides as it is not classified as a crime under NIBRS reporting standards. 3. Technical Specifications

The report has been customized to work on personal computers and smart phones. For the best experience, it is recommended you use a desktop or laptop computer. No additional software is required to use this report. The report runs completely within the internet browser using JavaScript. Most modern browsers automatically activate JavaScript. For more information on activating JavaScript, refer to the browser’s help section.

4. Visualization walkthrough 

Both Monthly Neighborhood Crime Statistics and Reported Crime Trend Reports are interactive data visualizations. This interactivity allows users to filter the information based on the questions they are hoping to answer with the datasets. An overview of the pre-built filters is included below.

Monthly Neighborhood Crime Statistics Filters

a. Geotype Filter

The report is defaulted to filter by neighborhoods. With the default setting, the map on the left-hand side of the report displays the neighborhood map. If you are interested in council districts, you can click the down arrow below “Select Geotype” and select “Council District”. Alternatively, you can click “Show Council District Map” below the neighborhood map to change the geotype selection. When council district is selected, the map displays the council district map. Similarly, if council district is selected under the geotype filter, you can click the down arrow below “Select Geotype” to select “Neighborhood” or click “Show Neighborhood Map” below the council district map.

b. Neighborhood/Council District Filter

When neighborhood is selected under the geotype filter, the filter “Select Neighborhood” is shown to the right side of the geotype filter. To select a specific neighborhood, click the down arrow below “Select Neighborhood” and click a neighborhood. If you don’t know the name of the neighborhood, click the link “Don’t Know Your Neighborhood? Click Here” below the neighborhood filter. You will be directed to the Portland Maps website. Enter the address on this website and it will return detailed information inclusive of the neighborhood name. 

When council district is selected under the geotype filter, the filter “Select Council District” is shown to the right side of the geotype filter. To select a specific council district, click the down arrow below “Select Council District” and click your interested council district. If you don’t know which council district your address belongs to, click the link “Don’t Know Your Council District? Click Here” below the council district filter. You will be directed to the Portland District Plan website. Scroll down to find the section “Find Your District” and enter your address. The result will return the district number. 

c. Date Filter

The Date Filter in the Monthly Neighborhood Crime Statistics report is the primary selection tool for the date range. The dropdown filter defaults to the 12 most recent months that data is available. To change the months, click the down arrow below "Select Date Range" and select the check boxes next to the corresponding months and years you would like to view. Your selected range will be displayed on the left side of the down arrow. There is no limit to the number of months; however, the monthly bar chart gets crowded past 14 months.

d. Table

The table on the right-hand side of the report, Offense Category Table, provides a detailed listing of the reported frequency of offenses during the selected time period. For more information on the offense, including the definition, hover the mouse over the value (number).

The table also acts as a filter. Clicking on the name of a particular offense category, such as Burglary, automatically updates the Map and Bar Chart to show the distribution and frequency of the crime (in this case, Burglary) selected. Multiple offenses can be selected on laptop devices by click and dragging the mouse or holding down the Ctrl(Windows) or Cmd(Mac) key on the keyboard when clicking the offenses. TIP: To filter for all offenses in the “Crime Against” category (i.e., Person, Property, or Society) click that label instead of individual offenses.

e. Map

When neighborhood is selected under the geotype filter, the map on the left-hand side of the report displays the Neighborhood Map,  which outlines all Portland neighborhoods using the Portland Police Bureau boundaries. When council district is selected under the geotype filter, the map on the left-hand side of the report displays the Council District Map,  which outlines all council districts using the Portland District Plan Map.

Both maps dynamically update based on selected filters. Darker colors indicate a higher number of reported offenses and lighter colors a lower number of reported offenses comparatively. The minimum and maximum values on the color scale adjust based on the other filters. Hover the mouse over a shape to get basic information about the area, including its name, total reported crimes, and top five crime types.

Both maps can be used to filter results in the different tables and charts and to view an inset graduated symbol map that depicts incidents at the 100-block level for the selected area. To filter statistics by a neighborhood or council district, select the neighborhood or district on the map or by using the dropdown filters. To close the inset map, select the “Clear Selection” button or select “All” from the dropdown filters.  Note: some crimes may not appear on the 100-block level map due missing or unavailable location information. Therefore, the number of crimes depicted on the 100-block level map may not equal the number of crimes for the selected neighborhood or district. Crime volume at a single 100-block location is denoted by circle size.

Note: the NIBRS Statistics tab does not have map functionality.

f. Bar Chart

The final view on the main report is the Offense Count by Month bar chart. This chart highlights the total offense count (or, if filtered, the total count of all selected offenses) for all months included in the overall date filter. Like the Map and Table, the bar charts can also be used to filter results; select one (or more) months to view the offense and regional breakdown for that month. TIP: Select more than one month by click and dragging the mouse or holding down the Ctrl(Windows) or Cmd(Mac) key on the keyboard when clicking the months.

Reported Crime Trend Statistics Filters

a.Geotype Filter

c. Crime Against and Crime Category Filters

The Crime Graphs tab includes filters to select crime against category and crime category. The crime against filter can be used to select multiple categories which include person, property, and society crimes. The crime category filter can also be used to select multiple crimes in the custom reporting categories. Selections made in the crime against filter will limit the options available in the crime category filter. The graphs will update automatically to show statistics for the selected crimes.

Toolbar

The toolbar, located at the bottom of the visualization, contains several buttons that assist in the analysis of the data.

a. Undo. This button allows the user to go back to a prior option or setting when adjusting filters. It only becomes active when the above filters are applied to the report.

b. Redo. This button allows the user to re-active a filter or selection. It only becomes active when the "Undo" button is utilized.

c. Reset. The "Reset" button reverts all filters and selections back to their original setting when you first visited the page. This is a great way to restart the analysis after clicking several filters.

d. Share. Clicking the "Share" button launches a new window that automatically creates links to share the dashboard with others on the Web and social media.

e. Download. The "Download" button allows users to save a static version of the visualization. This option is great for printing out copies of the dashboard to share at meetings or to include in a presentation.

"Image" generates a .png file of the report with all of the selections and filters.

The "Data", "Crosstab", and "Tableau Workbook" options are unavailable for use with the Crime Victimization Dashboard.

"PDF" allows users to export the report, with all of the currently selected filters, as a PDF. the options dialogue allows custom scaling and paper size options. For best results, use the default options.

The "PowerPoint" options automatically generates and exports a .pptx file ready for use in Microsoft PowerPoint. This includes a screenshot of the dashboard that can be copied and pasted into any new or existing presentation.

f. Full Screen. This option will enlarge the dashboard to encompass the entire screen of your current device. To exit, press "Esc" on your screen or click the button again. 

Download Data

The Portland Police Bureau is a proud member of the Police Data Initiative. Open Data provides an opportunity to improve the relationship between the community and the PPB by increasing transparency, building community trust, and strengthening accountability.

The Download Data tab in the Monthly Reported Crime Statistics report was custom-built to meet the Bureau’s Open Data goals. To download a copy of the data for custom analyses and presentation, follow these steps:

  1. Click on the Download Data tab at the top of the report.
  2. Click the icon of the data year you would like to download. Each year is updated monthly to account for updates on cases from prior years.
  3. Allow 30-45 seconds for the dataset to compile. Once ready, click “Open” to view or “Save As” to save the file.
  4. Once downloaded, the file can be imported to Microsoft Excel or other data analysis programs.

Location data is provided at the block level to preserve victim anonymity. Cases deemed sensitive due to the nature of the crime, victim, victim/offender relationship, or investigation status may contain data that cannot be shared openly at this time. Case numbers and specific location information for sensitive cases are not included in the open data. These Case Numbers are identified with an “X” in their title.

Metadata for Data Download

Case NumberThe case year and number for the reported incident (YY-######). Sensitive cases have been randomly assigned a case number and are denoted by an 'X' following the case year (YY-X-######).
Report DateDate the incident was reported. That statistics in the interactive report are based on the report date of the crime.
ReportMonthYearThe Month and Year the incident was reported.
Occur DateDate the incident occurred. The exact occur date is sometimes unknown. In most situations, the first possible date the crime could have occurred is used as the occur date. For example, a victim returns home from a week-long vacation to find their home burglarized. The burglary could have occurred at any point during the week. The first date of the victim's vacation would be listed as the occur date.
Occur TimeTime the incident occurred. The exact occur time is sometimes unknown. In most situations, the first possible time the crime could have occurred is used as the occur time. The time is reported in the 24-hour clock format, with the first two digits representing hour (ranging from 00 to 23) and the second two digits representing minutes (ranging from 00 to 59). By default, Microsoft Excel removes leading zeroes when importing data. For more help with this issue refer to Microsoft's help page.
AddressAddress of reported incident at the 100-block level (e.g., 1111 SW 2ND AVE would be 1100 BLOCK SW 2ND AVE). To protect the identity of victims and other privacy concerns, the address locations of certain case types are not released.
Open Data X/YGeneralized XY point of the reported incident. For offenses that occurred at a specific address, the point is mapped to the block's midpoint. Offenses that occurred at an intersection are mapped to the intersection centroid. To protect the identity of victims and other privacy concerns, the points of certain case types are not released. XY points use the Oregon State Plane North (3601), NAD83 HARN, US International Feet coordinate system.
Open Data Lat/LonGeneralized latitude/longitude of the reported incident. For offenses that occurred at a specific address, the point is mapped to the block's midpoint. Offenses that occurred at an intersection are mapped to the intersection centroid. To protect the identity of victims and other privacy concerns, the points of certain case types are not released.
NeighborhoodNeighborhood where incident occurred. If the neighborhood name is missing, the incident occurred outside of the boundaries of the Portland neighborhoods or at a location that could not be assigned to a specific address in the system (e.g., 'Portland', 'near Washington Park', 'on the streetcar', etc.). Note that neighborhood boundary designations may vary slightly from other sources.
Council DistrictCouncil district where incident occurred. If the council district is missing, the incident occurred outside of the boundaries of the Portland council districts or at a location that could not be assigned to a specific address in the system.
Crime AgainstNIBRS crime against type (Person, Property, or Society)
Offense CategoryCategory of NIBRS Group A offense (for example, 'Assault Offenses').
Offense TypeType of NIBRS Group A offense (for example, 'Aggravated Assault'). Note that the statistic for Homicide Offenses has been updated in the Group A Crimes Report to align with the 2019 FBI NIBRS definitions. The statistic for Homicide Offenses includes (09A) Murder & Non-negligent Manslaughter and (09B) Negligent Manslaughter. As of January 1, 2019, the FBI expanded the definition of negligent manslaughter to include traffic fatalities that resulted from driving under the influence, distracted driving, or reckless driving. The change in definition impacts the 2019 homicide offenses statistics and the comparability of 2019 homicide statistics to prior year.
