UPDATE: Murder Suspect Arrested in South Portland Fatal Shooting

A suspect is facing a murder charge related to this week's South Portland fatal shooting, and the victim is now being identified.

The victim in the shooting is identified as Anwar A. Osman, 41, of Portland. His family has been notified of his death.

The Oregon State Medical Examiner's Office determined Osman died of homicide by gunfire. 

This week, PPB Detectives assigned to the Homicide Unit have been following up on leads in the case, analyzing evidence, interviewing witnesses, and other investigative tasks. That diligent and meticulous investigative work led to the identification of a suspect, Mahmoud Said Ali, 42, of Portland. The investigation revealed that the suspect and victim were known to each other. 

Late in the evening of Friday, August 7, 2026, Detectives learned that Ali was in the area of the 13100 block of Northeast Glisan Street. They requested assistance from the Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team. On Saturday, August 8, 2026 at about 3:30 a.m., Ali was arrested by SERT members. Homicide Unit Detectives interviewed him and then booked Ali into the Multnomah County Detention Center on charges of Murder in the Second Degree and Unlawful Use of a Weapon.

A homicide investigation is underway in South Portland.

On Tuesday, August 4, 2026, at approximately 4:10 a.m., a sergeant assigned to the Portland Police Bureau's Central Precinct was on routine patrol in the South Waterfront when he spotted a vehicle that had crashed into a building in the 4000 block of South Macadam Avenue. Simultaneously, community members were calling 911 to report shots fired in the area. Suspecting the two incidents were related, the sergeant and responding officers approached the vehicle and found the adult male driver unconscious and suffering from gunshot wounds. Officers pulled the individual out of the vehicle and performed lifesaving measures. Unfortunately, the adult male was pronounced deceased at the scene.

PPB's Homicide Unit responded to the scene to initiate an investigation. At this stage of the investigation, it appears the shooting occurred while vehicles were at the traffic light at South Bancroft Street and South Macadam Avenue. The suspect fled in a vehicle as the victim's vehicle rolled down the hill and crashed into a building. At this point, other than proximity to the shooting and crash scenes, it does not appear that the ICE facility is connected to this incident. 

South Macadam Avenue and several surrounding streets are closed during this investigation.
