The victim in the homicide case in East Portland on August 1st is being identified.
The Oregon State Medical Examiner identified him as Stephan O. Varlamov, 30, of Portland. His family has been notified of his death and is requesting privacy.

UPDATE: Suspicious Death Confirmed to be Homicide, Suspect Arrested for Murder
Friday's investigation by Portland Police Homicide Unit Detectives revealed that the victim had been shot in a parking lot in the 9200 block of Southeast Clinton Street. The Oregon State Medical Examiner determined the victim died of homicide by gunfire.
Detectives shared information about the suspect to PPB patrol officers. On Saturday, August 1, 2026, Officers assigned to East Precinct located the suspect and arrested him. Detectives responded, conducted additional investigation and examined evidence, then booked Jacob Ryan Clement, 45, of Portland, into the Multnomah County Detention Center on a charge of Murder in the Second Degree.
The name of the victim will be released following notifications to family.
The case remains under investigation. Anyone with information about this case, who has not talked with police, is asked to submit a tip online. The case number is 26-222287.

Detectives Investigate Suspicious Death in East Portland
Homicide Detectives are investigating a suspicious death that occurred Friday morning.
On Friday, July 31, 2026, at approximately 8:03 a.m., officers assigned to the Portland Police Bureau's East Precinct responded to a local hospital regarding an adult male who had been transported there by medical personnel.
Detectives with PPB's Homicide Unit were called in to investigate. At this time, they are treating this as a suspicious death.
Anyone with information about this case, who has not talked with police, is asked to submit a tip. The case number is 26-222287.
