PPB Monitors March In Alameda Neighborhood, 1 Arrested

One person was arrested during a protest march in the Alameda Neighborhood.

On Saturday, April 4, 2026 at about 12:00 noon, Portland Police Officers from North Precinct began monitoring a planned protest at Wilshire Park, 4150 Northeast 33rd Avenue. The marchers proceeded into the Alameda Neighborhood. 

A woman had a glass object resembling a flower vase and threw it on the porch of a home, breaking the vase. There was no documented damage to the home. Officers later arrested Mila L. Payne, 20, for that crime. Booking restrictions at the Multnomah County Detention Center prevented officers from lodging her in jail, so she was criminally cited for Criminal Mischief in the Third Degree and Criminal Trespassing in the Second Degree. She is required to appear in court within 30 days. 

There were no reports of injuries.

PPB will continue to monitor protest activity. While PPB's role is public safety and supporting constitutionally protected activity, part of our role is to address criminal acts. Officers may be seen in a larger group to make targeted arrests for specific crimes committed. PPB members may also investigate crimes and conduct follow-up investigations into criminal activity later and will forward cases to the Multnomah County District Attorney for prosecution when feasible. As a reminder, just because arrests are not made at the scene, when tensions are high, that does not mean that people are not being charged with crimes later.
