Published

On Friday, April 10, 2026, at approximately 6:15 p.m., officers from North Precinct and the Focused Intervention Team (FIT) responded to the 7000 block of North Portsmouth Avenue following a report of a carjacking that had just occurred. Officers contacted the victim, who provided a description of the suspect and the stolen vehicle. Shortly after, FIT officers located the vehicle in the area of North Peninsular Avenue and North Hunt Street and coordinated resources to take the suspect into custody. During the incident, the stolen vehicle was observed driving recklessly through North Portland, at times exceeding speeds of 115 miles per hour. PPB's Air Support Unit maintained continuous aerial surveillance after the suspect abandoned the vehicle and fled on foot, relaying real-time information that enabled North Precinct and FIT officers to locate and safely apprehend the suspect.

The suspect, Damaree Baxter, 20, of Portland, was transported to the Multnomah County Detention Center and lodged on the following charges: Robbery in the First Degree, Robbery in the Second Degree, Unlawful Use of a Motor Vehicle, Unlawful Use of a Weapon, Attempt to Elude by Vehicle, Reckless Endangerment, and Reckless Driving.

Recovered firearm

Hours after the incident concluded, FIT officers, with assistance from a K9 unit and Multnomah County Parole and Probation, located a firearm in the area where Baxter was taken into custody.
