Suspect Jailed on Attempted Murder Charges Following Shooting on Train

Portland Police officers located and arrested a suspect this morning in the Hazelwood Neighborhood after a shooting on a light rail train, and the man is now facing attempted murder and other charges.

On Friday, January 30, 2026 at 1:03 a.m., Portland Police officers assigned to East Precinct responded to a report of a shooting on a MAX light rail train, which at the time was eastbound on East Burnside Street near Southeast 122nd Avenue. Officers arrived and found the adult male victim, who was seriously injured. The officer applied two tourniquets on the victim's leg as EMS was responding. The victim was transported to the hospital by ambulance with serious injuries, but he is expected to survive. 

Officers were given a description of the suspect and an officer located him walking away from the scene. The officer called in additional resources and they challenged the suspect on Southeast 122nd Avenue. At the time, he was with an adult female, who was also detained pending investigation. 

Officers also located a handgun and seized it as evidence. 

The Enhanced Community Safety Team (ECST) responded to investigate the case. The suspect, Grover S. Phill, AKA Michael Phill, 71, was booked into the Multnomah County Detention Center on charges of Attempted Murder in the Second Degree, Assault in the First Degree, Unlawful Use of a Weapon, Felon in Possession of a Firearm, and Felon in Possession of a Restricted Weapon (brass knuckles).
