The suspect in a 2021 homicide has been arrested.
On Wednesday, July 30, 2025, in the 1500 block of North Rosa Parks Way, the U.S. Marshals Service Fugitive Task Force arrested 53-year-old Isaac S. Harden Sr. in connection to the June 2021 homicide of O'Lance Upton. Harden was transported to the Multnomah County Detention Center and lodged on the following charges: Murder in the Second Degree, Unlawful Use of a Weapon, and Felon in Possession of a Firearm.

On Friday, June 25th, 2021, Portland Police Bureau Homicide Detectives, the Multnomah County District Attorney’s Office, and the Multnomah County Medical Examiner’s Office responded to the scene of a suspicious death near the intersections of Southeast Clatsop Street and Southeast 147th Avenue.
An Oregon State Medical Examiner conducted an autopsy and determined the victim died from a gunshot wound and ruled the death a homicide. The victim has been identified as 47-year-old O'Lance A. Upton of Portland.
Upton’s family has been notified and provided the attached photos for media release.

On Friday, June 25, 2021, at about 12:29, East Precinct officers responded to a request by Portland Fire & Rescue on a death investigation call in the area of Southeast 147th and Clatsop Street. When officers arrived, they determined that the death was suspicious in nature. Portland Police Detectives responded to the scene and began an investigation.
Officers and detectives have closed off the area for the investigation, but no streets are impacted. No additional details can be released at this time due to the need to protect the integrity of the investigation.
