Shooting Investigation Leads to Attempted Murder Charges for 17-year-old Girl, 2 guns seized

A Glenfair Neighborhood shooting investigation spanning two months has led to arrests, including attempted murder charges for a 17-year-old girl, and the seizure of 2 firearms.

On Monday, April 14, 2025 at 1:47 p.m., Portland Police officers assigned to East Precinct responded to a call of a disturbance and shooting in the 15000 block of Southeast Stark Street. Initial information was that two people had guns, and one fired shots.

No one was injured. An initial investigation was conducted, including interviewing witnesses and seeking evidence, and it was confirmed that shots had been fired. 

A patrol officer who was training with the Enhanced Community Safety Team (ECST) did follow-up investigation, applied for and was granted search warrants, and made a custody plan. 

On June 18th, 2025, ECST served the warrants and arrested 2 people. The search yielded two firearms, including one with a switch that makes the pistol capable of fully automatic fire.

A juvenile female, 17, of Portland, was arrested and booked into the Donald E. Long Juvenile Detention Facility on charges of Attempted Murder in the Second Degree, Unlawful Use of a Weapon, and Unlawful Possession of Firearm. 

Rachael A. Bailey, 37, of Portland, was booked into the Multnomah County Detention Center on charges of Unlawful Use of a Weapon, Felon in Possession of a Firearm, and Unlawful Possession of Firearm. 

The case number is 25-95792.
