Gresham-Barlow Teacher Arrested by Portland Police Following Internet Sting by Bothell Police

A Portland resident who was employed as a high school teacher at the Gresham-Barlow School District has been arrested for sexual chats with a Bothell, Washington police detective posing as a 13-year-old girl.

On December 5, 2024, the Portland Police Bureau was notified by the Bothell Police Department in Washington state that a Portland man was identified during an undercover sting operation. Bothell Police Detective Mike Garcia, posing as an underage girl, connected with Oscar Armando Ramirez, 36, of Portland.

During that conversation, Ramirez was informed he was communicating with a 13-year-old. Ramirez shared in the chat that he teaches 9th-11th graders. The chatting continued for four days and included lewd sexual conversations about acts that Ramirez wanted to do with her. In the conversations with Detective Garcia, Ramirez agreed to meet with her and made arrangements to meet when her parents would not be home.

When they learned that Ramirez was a high school teacher, the Portland Police Bureau Internet Crimes Against Children (ICAC) team immediately notified the Gresham-Barlow School District, which placed Ramirez on leave.  

PPB investigated and worked with the Multnomah County District Attorney’s Office to bring the case to a Grand Jury. On Tuesday, June 3, 2025, the Grand Jury returned an indictment for Luring a Minor (C Felony, 3 counts) and Online Sexual Corruption of a Child in the Second Degree (C Felony). 

This afternoon, June 6, 2025, the Special Emergency Reaction Team (SERT), Crisis Negotiation Team (CNT), and K9 Unit located an arrested Ramirez outside of his home in the Sunnyside Neighborhood of Southeast Portland. He was booked into the Multnomah County Detention Center on his arrest warrant.

The investigation has not revealed any crimes involving students or other children. However, if anyone has information about crimes committed by Ramirez, please contact Detective Nathan Moore at nathan.moore@police.portlandore… and reference case number 24-805317.

The Portland Police Bureau is grateful for the assistance of the Bothell Police Department, the Gresham-Barlow School District, and the Multnomah County District Attorney’s Office in this case. 

Internet Crimes Against Children (ICAC) is a part of PPB’s Child Abuse Team (CAT) and includes detectives that investigate crimes against children that involve the Internet. ICAC’s goal is to interrupt Portland-based offenders before they victimize children whenever possible. They work with the National Center for Missing & Exploited Childrenand investigate crimes involving uploading or downloading child sexual abuse material or attempts to locate and draw children for abuse.
