Two Arrested in South Portland Neighborhood for Crimes Committed Within Larger Demonstration

The Portland Police Bureau arrested two people while monitoring illegal activity within a largely lawful gathering in the South Portland Neighborhood.

On the evening of Wednesday, June 18, 2025, the Portland Police Bureau (PPB) monitored the South Portland for criminal behavior. The local U.S. Immigration and Customs Enforcement (ICE) facility is in this neighborhood, and it has been the scene of protest activity over the last week-and-a-half. 

As a reminder, PPB does not engage in immigration enforcement as outlined in PPB Directive 810.10, but is still responsible for maintaining public safety and enforcing state laws.

In support of PPB’s presence in the neighborhood, an Incident Command Team was activated. The team managed numerous resources that included Dialogue Liaison Officers, Rapid Response Team, Sound Truck, Air Support Unit, and partners. Dialogue Officers, wearing white uniform shirts, acted as liaisons to demonstrators, and their role was not enforcement.

At about 8:24 p.m., a demonstrator was seen pointing a powerful laser at Federal Officers. At approximately 11:14 p.m., PPB officers observed the suspect leaving the area and he was taken into custody without incident. Eduardo Diaz, 22, was criminally cited for Unlawful Directing of Light from a Laser Pointer (A misdemeanor). He was wearing a ballistic vest and gas mask when he was arrested. He was later booked on a US Marshal’s hold.

At approximately 12:30 a.m., a second demonstrator was arrested for trespassing in a closed area near the trolley tracks on the east side of the ICE facility. Numerous warnings were issued before officers moved in. Mariana M. Rivera-Loza, 19, of Portland, was booked into the Multnomah County Detention Center for Criminal Trespass in the Second Degree. She had a shield in her possession when she was arrested.

PPB made no other arrests. No force was used by PPB members and no officers were injured. 

PPB members continue to conduct follow-up investigations into criminal activity over the course of the last week-and-a-half and will forward cases to the Multnomah County District Attorney for prosecution when feasible. As a reminder, just because arrests are not made at the scene, when tensions are high, that does not mean that people are not being charged with crimes later.
