A suspect in two unprovoked attacks has been arrested.
On Tuesday, November 25, 2025, at approximately 8:30 a.m., officers assigned to the Portland Police Bureau's East Precinct were flagged down by a passerby who stated she had just witnessed an assault. Officers located the 21-year-old victim who said he was standing in the area of Southeast 122nd Avenue and Southeast Division Street when a man walked up to him and punched him in the face. Officers quickly located the suspect, Santos Puerto-Rios, 24, of Portland, and arrested him. Puerto-Rios was transported to the Multnomah County Detention Center (MCDC) and lodged on one count of Assault in the Fourth Degree.
Several days later, on Friday, November 28, a family member of a 69-year-old woman contacted police to report their loved one was assaulted on Tuesday, November 25, at approximately 8:15 a.m. Officers determined the 69-year-old woman was taking out garbage in the 3300 block of Southeast 122nd Avenue when she was punched and knocked to the ground by an unknown male who then fled the scene.
Detectives with PPB's Major Crimes Unit followed up on the case and identified Puerto-Rios as the suspect. Detectives determined Puerto-Rios had been released from jail following the assault of the 21-year-old man. On Tuesday, December 2, detectives, with assistance from East Precinct officers, located Puerto-Rios and arrested him at his residence in the 3000 block of Southeast 122nd Avenue. He was transported back to MCDC and lodged on one count of Assault in the Fourth Degree. Additional charges are possible.
Both assaults appear to be unprovoked. PPB wishes the two victims a full and speedy recovery.
