As part of our ongoing commitment to transparency, the Portland Police Bureau is releasing body-worn camera footage related to the recent police use of deadly force incident. This is just the first step in providing the facts, and more details will come as the investigation continues.
On Wednesday, November 5, 2025, at 9:42 p.m., Portland Police officers assigned to North Precinct responded to the 400 block of Northeast Hassalo Street on multiple reports of a man seen without clothing running around holding a handgun. When officers arrived, the man was no longer there, but they did an area check. Witnesses reported the man may have pointed the handgun at his own head and pulled the trigger, but the gun did not fire.
An officer spotted him on Northeast Grand Avenue between Northeast Broadway Street and Northeast Weidler Street. The man ran south on Northeast Grand Avenue. Officers tried to contain him in the busy neighborhood, closing in at Northeast Grand Avenue and Northeast Multnomah Street.
The suspect fired a shot in front of officers and began running southbound on Northeast Grand Avenue with the gun. Responding officers Bradley Clark and Roger Walsh, both 19.75-year veterans of Portland Police, heard the shot fired, then saw him running in the street. Officer Clark used his police vehicle to strike the armed man, knocking him down and causing him to drop the gun.
The man got up and continued running south, where he was challenged by officers on Northeast Holladay Street just east of Northeast Grand Avenue. He initially laid down on the ground, but was uncooperative with commands, got up, and entered an occupied apartment building. Officers successfully used a conducted electrical weapon (CEW, or Taser), to control him and take him into custody.
The suspect, 43-year-old Robert D. Hatley, was transported to the hospital, treated and released, and booked into jail for charges of Unlawful Use of a Weapon and Felon in Possession of a Firearm.
Officers located the handgun in the front bumper guard of Ofc Clark's police vehicle. The investigation has confirmed a single shot was fired by Hatley.
Per PPB policy, the officer's use of a police vehicle to strike the armed suspect is being investigated as a deadly use of force. The investigation continues. The suspect who was arrested after firing a shot in the Lloyd District Neighborhood Wednesday night has been released from the hospital and booked into jail. Robert D. Hatley, 43, of Portland, is being charged with Unlawful Use of a Weapon and Felon in Possession of a Firearm.
The officer driving the police vehicle that struck Hatley had a partner officer in the vehicle with him at the time, so at this time both officers are on paid administrative leave, standard protocol in police use of deadly force investigations.

A suspect who fired a gunshot in the Lloyd District Neighborhood is in police custody after an officer struck him with his vehicle, which disarmed him, leading to a police use of deadly force investigation. On Wednesday, November 5, 2025 at 9:42 p.m., Portland Police officers assigned to North Precinct responded to the 400 block of Northeast Hassalo Street on multiple reports of a man seen without clothing running around holding a handgun. He was transported to the hospital by ambulance with non-life threatening injuries. He remains at the hospital in police custody. He will be identified at a later time.
No one else was injured. A handgun was seized as evidence (photo).
Based on the reported level of force used by an officer in this incident, consistent with PPB policy, members of the Portland Police Bureau Detective Division's Homicide Unit, assisted by the East County Major Crimes Team, responded to perform an investigation into the incident.
There were no reports that any officer discharged a firearm during this incident.
The officer who struck the suspect is being placed on paid administrative leave pursuant to Police Bureau policy.
As part of the use of force review process, the Bureau will conduct an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is composed of community members, Bureau members, and representatives from the Independent Police Review Division.
A representative from the Multnomah County District Attorney's Office responded to the scene and will continue to be consulted regarding this investigation.

The Portland Police Bureau recognizes that a member's use of deadly force or the death of an individual while in police custody requires impartial and timely review. It is the policy of the Bureau that uses of deadly force, death as a result of member use of force, and in-custody deaths, whether on or off duty, be investigated with the utmost thoroughness, professionalism and impartiality so as to determine whether member actions comport with applicable law and Bureau policies and training.
The Bureau acknowledges that the investigations of these incidents are of critical importance to the involved member, the Bureau, and the community. The Bureau entrusts the Detective Division with the responsibility to conduct the criminal investigation of the incident objectively and thoroughly. Concurrently, the Professional Standards Division (PSD) shall also conduct an administrative review of each such incident.
The involved officer will be identified and police body-worn camera footage is expected to be released within 14 days.
