Three Arrests Made Related to 2025 Murder in North Portland

Three people are facing charges related to the November 2, 2025 murder of Robert Lee Mathis, Jr. in the the 9900 block of North Whitaker Road.

Since the death of Robert Mathis, Portland Police Homicide Detectives have investigated, located and analyzed evidence, interviewed witnesses, and pursued leads. They identified three suspects, and working with the Multnomah County District Attorney's Office, obtained arrest warrants.

 

On July 9, 2026, Shanesha L. Hillerich, 47, of Portland, was arrested by PPB patrol officers assigned to East Precinct. She was booked into the Multnomah County Detention Center (MCDC) on a charge of Unlawful Use of a Weapon.

 

On July 14, 2026, Jakarr M. Davenport, 31, was arrested by the Oregon City Police Department and booked into MCDC on charges of Murder in the Second Degree and Unlawful Use of a Weapon.

 

On September 6, 2026, Zakiya S. Norman, 50, of Portland, was arrested by PPB patrol officers assigned to North Precinct and booked into MCDC charges of Murder in the Second Degree and Unlawful Use of a Weapon.

 

The victim's family has been notified of the arrests.

 

"This case is the culmination of months of diligent investigation and expert detective work," said Chief Bob Day. "The victim, his family and friends, and our whole community deserve justice, and I'm grateful to everyone who helped close this case."

 

The Portland Police Bureau is grateful for the assistance of the Oregon City Police Department.

The man shot and killed in North Portland on November 2, 2025, has been identified as 49-year-old Robert Lee Mathis Jr. His family has been notified of his death. They are requesting privacy at this time, but they did provide a photo for public release.

The Medical Examiner determined the victim died of homicide by gunshot wound.

Man Deceased After Shooting In North Portland

A Man has been shot and killed in North Portland.

On Sunday, November 2, 2025, at 9:55 p.m., officers from the North Precinct responded to the 9900 block of North Whitaker Road on reports of a shooting with a victim. When officers arrived at the location, they found a male victim and attempted to give him first aid until paramedics arrived. Despite officer's efforts, the victim died at the scene.

Portland Police Bureau Homicide detectives have responded to the scene to investigate. If anyone has information about this incident, they are asked to please send an email to Homicidetips@police.portlandoregon.gov or call 503-823-0479. Please reference case number 25-301509.

During the investigation, North Whitaker Road will be closed between North Victory Boulevard and North Hayden Meadows Drive.

The identity of the victim will be released after the Medical Examiner has confirmed the cause of death and after family members have been notified. The PIO is not responding to the scene. More information will be released when appropriate.
