PPB Needs Public's Help Identifying Assault Suspect

The Portland Police Bureau is investigating an assault outside the South Portland ICE facility and is releasing suspect photos in an attempt to identify her.

On Tuesday, September 30, 2025, at 8:41p.m., a Dialogue Liaison Officer (DLO) was monitoring a gathering outside of the Immigration and Customs Enforcement Building in South Portland Neighborhood when he was flagged down by a person reporting that an assault had just taken place at South Moody Avenue and South Bancroft Street.

The DLO is a sworn PPB member but is in the role of a liaison and cannot get involved in enforcement action. However, he followed the suspect north on South Moody Avenue while calling in additional police resources. The Dialogue Officer attempted to talk to the suspect to hear her side of the story. She would not stop, so the DLO told her she was being detained. She refused the lawful police order to stop and she fled.

At 8:59 p.m., patrol officers met the victim and began an investigation. They documented the incident and the case is now assigned to a detective in the Major Crimes Unit.

PPB is releasing photos of the suspect in an attempt to identify her. She is a Caucasian female in her teens or early 20's, long blonde hair with bangs, with a large chrome nose ring (looped through her septum), wearing a black hoodie with white emblem on the right front chest area, black mask, loose-fitting tan pants with cargo pockets, black shoes with white soles, and a gray Jansport brand backpack, black zippers and straps.

PPB members continue to conduct follow-up investigations into criminal activity and will forward cases to the Multnomah County District Attorney for prosecution when feasible. Sometimes arrests are not made at the scene when tensions are high, and arrests are made at a later date.
