Targeted Missions, Community Partnerships, and Data-Driven Policing
East Precinct serves a diverse community across more than 36 square miles of residential neighborhoods, schools, businesses, and commercial corridors. In 2025, East Precinct implemented a multi-pronged crime reduction strategy focused on targeted enforcement, interagency partnerships, and data-driven deployment.
One of the precinct's most successful initiatives was its Stolen Vehicle Operations program. East Precinct conducted 10 Stolen Vehicle Operations that resulted in 69 recovered vehicles, 75 arrests, and 11 firearms seized. These efforts contributed to a 30% reduction in vehicle theft and earned national recognition through the International Association of Chiefs of Police (IACP) Leadership in Vehicle Crime Prevention Award.
East Precinct also conducted six retail theft enforcement missions that resulted in 93 arrests and the recovery of more than $6,000 in stolen merchandise. Officers partnered with service providers and other agencies on drug interdiction missions that resulted in arrests, service referrals, and significant fentanyl seizures.
The precinct continued expanding its use of data-driven policing strategies through the Rotational Proactive Policing Model (RPPM), an evolution of directed patrol efforts that allows officers to focus resources on areas experiencing the highest levels of criminal activity and community concern.
Community engagement remained a priority throughout the year. East Precinct introduced weekly office hours with command staff to encourage direct dialogue with community members and city partners. These ongoing conversations help identify emerging concerns, strengthen relationships, and ensure enforcement efforts are aligned with community needs.
As East Precinct moves forward, leaders will continue balancing proactive crime reduction, community engagement, and problem-solving strategies to improve public safety and livability throughout East Portland.
