Central Precinct: Revitalizing the Urban Core

Central Precinct covers a dynamic area that includes Downtown, the Pearl District, inner Southeast and Southwest, Old Town, and major commercial and social service hubs. In 2024, officers placed a strong emphasis on rebuilding trust and safety in the downtown core through drug enforcement missions, retail theft interventions, and increased foot patrols.

Narcotics Suppression Missions — often conducted in partnership with Oregon State Police and PPB’s Narcotics and Organized Crime Unit — resulted in hundreds of arrests related to possession and distribution of fentanyl and meth. Officers also prioritized deflection strategies, connecting individuals struggling with addiction to social services and treatment options instead of jail.

Retail theft enforcement remained a top priority, with operations targeting organized theft rings and repeat offenders. These missions recovered thousands of dollars in stolen goods and improved downtown safety for shoppers and workers alike.

Beyond enforcement, Central Precinct officers engaged in community outreach events, participated in business roundtables, and led visibility patrols during high-profile events like the NCAA Tournament. These combined strategies played a key role in boosting public confidence and supporting the city’s post-pandemic revitalization.
