Fee Schedule for Traffic Violations
The following fee schedule is established under Portland City Code 3.20.360 and Oregon Revised Statutes 192.440(3):
Traffic Citations
Citations beginning with ZA, EU, EA, or EV fall under Oregon Revised Statutes 153.076(3) and ORS 135.815 et seq. The City must disclose the following, if available:
- Witnesses: The citing officer(s)
- Officer Notes: Available upon request (see details below)
- Defendant Statements: See below for availability
- Expert Reports: Provided by the citing officer(s)
- Trial Documents: May be available upon request
- Criminal Convictions of Witnesses: Not applicable
- Search or Seizure Occurrences: Not applicable
Officer Notebook Entries
- ZA Citations: Copies available for $8.50 per incident per officer
- EU, EA, or EV Citations: No written notebook entries exist for electronic citations
Written Statements
- ZA Citations: If available, located in the court file; the Police Bureau does not retain copies
- EU, EA, or EV Citations: Officer notes may be included in the electronic citation; copies available for $20.00
Video & Report Fees
- Mobile Video Recording (MVR): If recorded, available for $50.00
- Body-Worn Camera Footage:$5.75 per incident per officer (plus staff time beyond 30 minutes)
- Police Reports (e.g., Tow or Traffic Crash Reports): $2.00 per incident and actual staff time costs beyond the first 30 minutes. Fee is non-refundable if no report is found.
Radar & Laser Device Records
- Officer Training Records:$20.00 per request
- Device Identification Number: May appear on the citation; check the back of court copies for ZA citations
- Lidar/Radar Certifications:$20.00 per device (must provide device ID number)
- Lidar/Radar Maintenance Records:$20.00 per device (must provide device ID number)
Photo Radar, Red Light Camera & Fixed Speed Camera Citations (PR, PRL)
- Photo Radar Packet:$25.00
- Red Light Camera Packet:$25.00
- Fixed Speed Camera Discovery:$25.00
- Includes photos, citation copy, notices, equipment logs, and relevant laws
- Officer notes and training records are not maintained for photo citations
General Discovery Requests
- No charge for general discovery requests
Public Records Requests
To request records, please provide:
- Your name, address, and phone number
- Your citation number
- A clear description of the specific documents requested
Processing Time: 2-3 weeks.
