The Criminal Intelligence Unit (CIU) provides investigative support for cases involving threats to commit acts of mass and/or targeted violence, violent extremism, domestic and international terrorism, organized crime, and special investigative projects.

The Criminal Intelligence Unit (CIU) provides investigative support for cases involving threats to commit acts of mass and/or targeted violence, violent extremism, domestic and international terrorism, organized crime, and special investigative projects. CIU has a working relationship with the Federal Bureau of Investigation's Joint Terrorism Task Force (JTTF), in accordance with Portland City Council Resolution Number 37424 as Amended.

Additionally, CIU conducts threat assessments for major events, dignitary visits, and investigates threats to public officials or other high-profile individuals. CIU also works jointly with the Behavioral Health Unit on individual threat assessments of people exhibiting behavior that may be a public risk and may have a mental health component. CIU also monitors global events that may have a nexus to public safety in Portland.

CIU collaborates with the Oregon Department of Justice - Criminal Justice Division’s Oregon TITAN Fusion Center. The Oregon TITAN Fusion Center's (OTFC) mission is to protect Oregon citizens from terrorist and criminal activity by providing an all-crimes criminal information clearinghouse supported by multiple agencies and a Fusion Liaison Officer (FLO) program. OTFC provides criminal information products based on reasonable suspicion of terroristic and criminal indicators by collecting, gathering, analyzing and disseminating that information for the use of Oregon law enforcement, public safety, and public and private sector communities.

CIU complies with all federal and state laws regarding the collection, retention, and dissemination of intelligence information.

Joint Terrorism Task Force

The Criminal Intelligence Unit has a working relationship with the JTTF, in accordance with Portland City Council Resolution  Number 37424 As Amended, to assist in the investigation of any individual suspected cases of terrorism and/or threats to life, including hate crimes, in or having a direct nexus to the City of Portland where there are reasonable grounds to suspect the subject of the information is or may be involved in criminal conduct.
