Friday, June 27, 2025, at 10:03 p.m., North Precinct officers responded to the 8500 block of North Argyle Way on a call to check the welfare of a man who was reportedly acting in a concerning manner, flooding his apartment with water, and hanging knives out of his apartment window. As officers were enroute, they requested that paramedics in an ambulance stage nearby. Shortly after arriving, officers requested EMS to come in and reported that they were initiating CPR. The man was transported to the hospital by ambulance. Despite lifesaving measures, the man, later identified as Damon Lamarr Johnson 52, died at the hospital.
The officers were identified as: Officers Juan Duque Valencia, Jason Epton and Travis Wortman. The officers remain on administrative leave as the investigation continues.
As part of its ongoing commitment to transparency, on July 11, 2025, the Portland Police Bureau released the initial body-worn camera footage.
On November 13, 2025, a Multnomah County Grand Jury issued a Not True Bill Indorsement; this states that the Grand Jury did not find the officers' conduct to be criminal.
As part of the use of force review process, the Bureau conducts an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is composed of community members, Bureau members and representatives from the Independent Police Review Division.
