Morris Ramone Rivers had just arrived in Portland with his girlfriend in early 2003 in order to turn his life around. Mr. Rivers, a 48 year-old African-American male, had lived in the Sacramento area where he was reported to be a user of crack cocaine. Weeks after moving to Portland on the evening of January 27, Mr. Rivers was shot to death in his car by an unidentified African-American male in front of 3512 NE Grand Ave.

Morris Rivers was witnessed minutes before the shooting in a heated argument with the same unknown male, possibly regarding money or drugs.Witnesses have described the unknown African-American male as being in his twenties with short hair and a stocky build.
