BHUAC Community Engagement Meeting

Please join us for the 2026 Q1 & Q2 BHUAC Community Engagement Meeting to learn more about the members and their work.

This will be a virtual meeting and there will be time for Q&A. We will have an ASL interpreter as well. We look forward to seeing you!

Confirmation that ample notice was given to the community regarding the date and time of the meeting was confirmed. After approximately 10 minutes elapsing and no one from the community arrived to the meeting, it was unanimously determined that the meeting would be terminated.

BHUAC Community Meeting Purpose and Objective:
• The purpose of the quarterly BHUAC Community Meetings is to share, with the community, the work done by the BHUAC.
• The BHUAC Community Meetings are also an opportunity for community members to provide feedback and ask questions specifically regarding the BHUAC and its work.

Behavioral Health Unit Advisory Committee (BHUAC) Introduction:
• Beth Epps (BHUAC Chairperson)
• Acting Lieutenant Jen Butcher (BHUAC Co-Chairperson – non-voting member)

BHUAC Community Engagement Participant Introduction:
• All present and participating in the BHUAC Community Engagement meeting are asked to introduce themselves.

BHUAC Meetings Held and Minutes Approved in Quarter One:
• January 28, 2026

Outline of Topics for Discussion:
• ECIT 40 Hour Training Review Presentation
The presentation provided an overview of the ECIT training program, which is an intensive, scenario-based course. A total of 19 officers were certified. Numerous community partners participated in partnership with PPB.

• House Bill 2005 Presentation
The presentation discussed the implementation of HB 2005 and system impacts.
Clarification and overviews were provided of the Involuntary Commitment Program Unit and the standard that the Oregon Health Authority holds investigators to statewide.

1. Due to the change in the frequency of BHUAC meetings, the BHUAC Community Engagement Meetings will be reduced to two times a year.
