Dear Portlanders,
The Police Accountability Commission completed its Powers and Duties Phase of work in February. It then began its Structure and Details Phase of work, which focused on developing the form that the new system would take. This phase of work continues, and is expected to end in late April or early May.

January Summary
Over the month of January, the PAC and its sub-committees held eight public meetings, including two full commission meetings and six sub-committee meetings. The commission also held two community engagement events.
 
The Sub-Committee on Access to Information held its final meeting on January 5, referring a draft of the PAC Areas of Agreement on Access to Information for full commission consideration later in the month. The full commission discussed the document at its January 19 meeting, and approved the document at its January 26 meeting. 

The Sub-Committee on Structural Oversight met on January 12 and on January 23, referring a draft of the PAC Areas of Agreement on Structural Oversight for full commission consideration beginning later in January. The full PAC began discussing this document towards the end of its January 26 meeting. 
 
The Sub-Committee on Officer Accountability met on January 9, January 21, and January 30. It developed a final draft for consideration and referral to the full commission, and scheduled a final sub-committee meeting for February 2. 
 
Additionally, the PAC held a community listening session in-person on January 10 at the Center for Equity and Inclusion. The virtual community listening session and Q&A was on January 31. These community engagement events will continue, offering more opportunities for community members to speak directly to commission members and ask questions about the PAC's work, as well as to give their views and input into the community-led process of developing a new police accountability system, including a new community oversight board, for Portland police.

The PAC website includes a page with more information on how to get involved in the commission's work, including how to watch meetings, give public comment during meetings, and give written public comment to the PAC as well. Written public comment is circulated to the commission in advance of each meeting.
