The Police Accountability Commission was a group of twenty community members that developed and proposed a new accountability system for Portland police, including a new oversight board and a new investigatory and disciplinary system, to the City Council in September 2023. This email is a new update on City follow-up related to the PAC's work.

The City Attorney’s Office, in collaboration with Council staff, will host a public meeting to discuss the proposed code with the former members of the Police Accountability Commission, as well as any member of the public who would like to provide input.

Background on this event:
On November 15, City Council unanimously approved a resolution authorizing the City Attorney to engage with the Department of Justice and ultimately the Court regarding a proposed code package, which would establish a new community-led police accountability system. This proposed code package is based on a 2020 voter-approved amendment to the City Charter and the recommendations of the Police Accountability Commission.
The majority of the former members of the Police Accountability Commission wrote an open letter to the City Attorney's Office and Council staff following the November 15 Council date.
The City Attorney's Office has also released their proposed flowchart for administrative investigations, as well as the items from the PAC's Code proposal which the City Attorney's Office identified to refer to the new oversight board (once it is established) to use when creating administrative rules.
