The Police Accountability Commission releases its first quarterly report, for the period from December 9, 2021 through March 31, 2022.

Dear Portlanders,

The Police Accountability Commission released its first quarterly report to provide an overview and analysis of the PAC's work over the first quarter of 2022. This includes background on the commission, including its convening in December, its development of an Organizational Phase to work on setting itself up for future success, and the approval of four Organizational Phase documents, one of which (the Agenda and Scope) organized the Commission's tasks into six phases of work.

The purpose of the 2022 Q1 Quarterly Report is to provide the City Council and community members with a general sense of what the PAC worked on between its first meeting December 9 and the completion of the Organizational Phase of work on March 31. This report does not represent any final decisions made by the Police Accountability Commission on the structure, powers, duties, or other details of the new community police oversight board or investigatory and disciplinary structure for Portland police. 

The Commission will issue its second quarterly report in late August or early September, focused on the period from April 1, when the second phase (Fact-Finding Phase) of work began, to June 30.

As of the time of publication, the PAC continues to work on Fact-Finding, with the intention of identifying areas of agreement among the commission's members on:

  • Barriers to Police Accountability, and Best Practices, in the current system in Portland
  • Best Practices, and Practices to Avoid, from Other Jurisdictions
  • Suggestions to Consider, and Proposals to Avoid, from Experts and Academics
