Dear Portlanders,

The Police Accountability Commission began its work last month, starting a process of developing an investigatory and disciplinary structure for the Portland Police Bureau to replace the Independent Police Review process. December Summary

The Police Accountability Commission was convened for the first time on December 2 for a social event, which was held privately to allow members of the PAC to get to know one another.

The PAC then met twice, on December 9 and December 18, to establish systems for the Organizational Phase of their work. The Commission adopted interim community standards for how they will work with each other. They agreed to interim roles and responsibilities, including creating co-chairs for the Organizational Phase for the full commission as well as for its sub-committees. Finally, the PAC created two sub-committees, one working to develop the bylaws and other internal processes, and the other to develop the PAC's Community Engagement Framework.

January and Next Steps

The Organizational Phase of the Commission's work will primarily take place over January and February 2022, and will develop internal processes including bylaws and a community engagement framework for the Commission through sub-committee work. The full Commission will also meet, and will develop the Commission's values and scope of work, including agenda development for the work phases beginning in March 2022.

As more information is finalized for each meeting, it will be posted at the links above. This includes a Zoom link for members of the public to observe the meeting, agenda items for the meeting, and other documents. Meeting reports will also be posted at this link after the meeting once approved by the PAC.
