Apply for relocation assistance exemption

Under specific situations outlined in the policy and the Administrative Rules, a rental unit may be eligible for an exemption from mandatory renter relocation assistance. Carefully review the exemption criteria and administrative rules before applying. See 90-day Executive Order, effective 4/1/2020.

Exemption applications take around 2 to 3 weeks to process.

  1. Follow the same steps as online submission, but use the paper form

    Read the online submission steps. Download and complete the paper form.

  2. Submit to PHB

    Mail, fax, or email your completed application to the Rental Services Office.

    You can also drop off your form in person at the Portland Housing Bureau's front desk (8 a.m. - 5 p.m., all weekdays, except holidays)
